They do that in a lake we go by on the way to our NY house in a town called Wells, NY. It's there all summer long and moves around a bit. I thought it was for weeds but not sure really
Yes, they are dredging. The channel into Stony Brook YC has always been very shallow. For the last two summers larger boats could only go in or out during high tide.
